- In-kind transfers from government units and non-profit institutions to households. While similar to in-kind social insurance benefits, they are not delivered through formal social insurance programs. These transfers are provided under circumstances similar to monetary social assistance: 3-1 when no social programs exist to cover living needs; 3-2 when social programs exist but households do not participate or are ineligible for benefits; and 3-3 when social insurance benefits exist but are insufficient to meet basic living requirements, in which case these benefits are supplemented with additional in-kind transfers.
