- ميزان الدخول الأولية يعرف بأنه القيمة الإجمالية للدخول الأولية التي تتلقاها وحدة أو قطاع مؤسسي مخصوماً منها القيمة الإجمالية للدخول الأولية المدفوعة، وتوصف على صعيد مجموع الاقتصاد بأنها الدخل القومي. يتفاوت تركيب ميزان الدخول الأولية تفاوتاً كبيراً من قطاع إلى آخر نظراً لأن بعض أنواع الدخول الأولية تعد مقبوضات بالنسبة لقطاعات معينة فقط أو لغير المقيمين . فالضرائب على وجه الخصوص تعد مقبوضات بالنسبة لقطاع الحكومة العامة، بينما تعد تعويضات المستخدمين مقبوضات بالنسبة لقطاع الأسر المعيشية، وتتكون هذه الموازين من: (أ)ميزان الدخول الأولية لقطاعي الشركات المالية وغير المالية الذي يتكون فقط من فائض التشغيل مضافاً إليه دخل الملكية المتلقى ومخصوماً منه دخل الملكية المدفوع. (ب)ميزان الدخول الأولية لقطاع الحكومة العامة الذي يتكون من الضرائب، مخصوماً منها الإعانات، الملقاة أو المدفوعة على الإنتاج وعلى الاستيراد، مضافاً إليها دخل الملكية المتلقى ومخصوماً منها دخل الملكية المدفوع. وقد تشمل أيضاً على مبلغ ضئيل من فائض تشغيل من مشاريع غير ذوات شخصية اعتبارية مملوكة للحكومة. (ج)ميزان الدخول الأولية لقطاع الأسر المعيشية الذي يتكون من تعويضات المستخدمين ومن الدخول المختلطة التي تكتسبها الأسر المعيشية، مضافاً إليها دخل الملكية ومخصوماً منها دخل الملكية المدفوع. ويشتمل أيضاً على فائض التشغيل من خدمات السكان التي ينتجها المالكون الساكنون لاستهلاكهم الخاص. (د)ميزان الدخول الأولية للمؤسسات غير الهادفة للربح التي تخدم قطاع الأسر المعيشية الذي يتكون في كليته تقريباً من دخل الملكية المتلقى مخصوماً منه دخل الملكية المدفوع. إن الدخول الأولية على هيئة تعويضات مستخدمين وضرائب أو إعانات على الإنتاج أو على الاستيراد ودخول الملكية (باستثناء ريع الأراضي) قد تكون جميعها مقبوضات يتلقاها المقيمون من غير المقيمين وتدفع لغير المقيمين. والفرق بين مجموع قيمة الدخول الأولية الملقاة من غير المقيمين وتلك المدفوعة إليهم يعرف عادة بصافي الدخل مع الخارج.
- English Definition
- The balance of primary incomes, defined as the gross value of the primary incomes receivable by an institutional unit or sector minus the gross of the primary incomes payable. At the level of the total economy it is described as national income. The composition of the balance of primary incomes varies considerably from one sector to another as certain types of primary incomes are considered receipts only by certain sectors or by non-residents. In particular, taxes are considered receipts by the general government sector while compensation of employees is considered receipts only by the household sector .These balances consist of: a. The balance of primary incomes of the non-financial and financial corporate sectors consists only of operating surplus plus property income receivable minus property income payable b. The balance of primary incomes of the general government sector consists of taxes minus subsidies receivable or payable on production and imports plus property income receivable minus property income payable. It may also include a small amount of operating surplus from unincorporated enterprises owned by the government. c. The balance of primary incomes of the household sector consists of compensation of employees and mixed incomes accruing to households, plus property income minus property income payable. It also includes the operating surplus from housing services produced for own consumption by owner-occupiers. d. The balance of primary incomes of the non-profit institutions serving household (NPISHs) sector consists almost entirely of property income receivable minus property income payable. Balance of primary incomes into the form of compensation of employees, taxes or subsidies on production or imports and property incomes (excluding lands rent )may be all receivable by resident from non- residents and paid for non-resident. The difference between the total of primary incomes value receivable by non-residents and those paid to them is usually known as net income from abroad.
