1.1 Introduction:
Education and training statistics are important social statistics related to a large segment of society, which provide the necessary data and information to planners and education policy makers in the country, and provide the basic requirements for educational and training data at the international and regional levels.
Education and training surveys are one of the most important sources of data in this area. The importance of the education and training survey, which will be conducted in 2017, is that it is the first survey conducted by the Authority in the field of education and training. It is hoped that this data will meet many of the needs of the decisions makers in the country. Also data and indicators requested by regional and international organizations.
Through this survey many educational phenomena can be examined and many indicators can be extracted such as enrolment, dropout, illiteracy, failing and data on education expenditure. It also provides data on talent, as well as data on training by subject of training, number of training hours and expenditure on training.
For the purposes of comparison and standardization of the method and statistical methodology followed in the implementation of education and training surveys, all 13 regions of the Kingdom were covered by a sample of about 33,500 households.
1.2 Definition:
The Education and Training Survey is a field survey in which social data related to education and training are collected for a sample of selected households representing all households in the Kingdom and their members residing outside the Kingdom. These data can calculate many estimates and indicators of the educational and training characteristics of the community members according to gender, nationality and administrative region.
1-3 Description:
The Education and Training Survey, which will be conducted in 2017, is the first survey conducted by the Authority in the field of education and training. It is hoped that the data will meet many of the needs of the planners from the educational and training indicators that meet the needs of decision makers in the country and also the data and indicators requested by regional and international organizations.
1-4 Related terms and their definitions:
Administrative Region:
Part of the Kingdom of Saudi Arabia that is administered by a government body which is directly affiliated with the Ministry of Interior such as Riyadh and Makkah ... etc. And each administrative region has a capital city.
Governorate:
Part of the region, the first-level of the subdivisions and reports directly to region, such as Al-Kharj Governorate of Riyadh Region.
Municipality:
The administrative entity that reports to a governorate such as al-Dilam municipality of Al-Kharj Governorate; Others report directly to the emirate headquarter such as Irqah which reports directly to Riyadh.
Populated locality:
A static population cluster such as a city, village or a farm, or non-static like cluster around a water source.
Village:
A clustered human settlement with a commonly recognized name, and a population of no less than 50 thousand, or no less than 10 inhabited dwellings.
City:
For census purposes, 'city' refers herein to every locality with a municipality, or whose population exceeds (5,000 persons).
District (Neighborhood):
Part of a city that includes building, streets and roads, with a commonly recognized name; It is usually surrounded with main streets dividing it from other neighborhoods.
Sector:
A statistical division used for statistical purposes in cities. It is a geographically clustered area which represents a part of a district, and usually enclosed by main streets.
Block:
A geographical area surrounded by streets, and comprises a building or a number of contiguous buildings that are not separated by streets. It takes various shapes including a square, rectangle, circle or irregular-shaped space as in old neighborhoods. The block might also be an open space.
Building:
Building is every structure; whether permanent or temporary, single- or multi-storey, with one or more rooms, and has one or more doors through which to access it. A building might and might not be inhabited; and it could be intended for housing, or for economic, social or religious purposes.
Dwelling:
It is a single- or multi-room unit which is primarily prepared for one family and has one separate door. The dwelling might accommodate one or more households, one or more businesses, or a household and a business simultaneously. Every inhabited building during the numbering period shall be counted as a dwelling, even if it was not set up for that purpose such as workshops and schools.
Household:
A 'household' refers to a person or a group of persons - with or without kinship binding them to one another - who share residence during the enumeration.
Head of the household:
It refers to the person regarded by the household members as its chief member. Usually, he is responsible for undertaking the responsibility of the household and his age must not be under (15) years old. If the household consists of children and their mother, and they are cared for by a relative who does not live with them, the mother shall be deemed as the head of the household.
Age:
Is the estimated or calculated time period between the date of birth and the date of the visit expressed in full years with the neglect of months and days, whatever their number.
Nationality:
It is the individual's legal right of belonging to a particular country. It is usually defined by the passport the person already has, or has the right to obtain.
Enrolled:
Is the regular individual attending institutions or educational programs accredited and regular, governmental or private for study purposes and of any type of education.
Talented:
Talented students are the students who have unusual abilities, or perform distinctly from the rest of their peers in one or more areas of society's esteem, especially in the areas of mental excellence, creativity, academic achievement, and special skills and abilities.
Training:
It is a systematic organizational effort designed to facilitate the acquisition of skills and access to knowledge that helps improve performance in the personal, financial, practical, family, health or any other field. It is a modern and effective mean to improve and develop any field of life. The worker can gain experience and skill through training to progress and complete the work to the fullest, and contributes to the development and modernization of work.
Counting Area:
It is the smallest statistical division that was used in the general census of population and dwellings 1431 H and was updated through the process of updating the framework of the general census of population and dwellings for the year 1437 H and it consists of a geographical area containing a number of buildings, dwellings and households usually reach (150) as an average, And the number of households taken in the sample are (25) households in each counting area.
Educational Indicators:
Are tools for measurement and diagnosis to estimate the value of the variables of the education system, whether quantitative or qualitative single or the integration of a number of variables at a certain point, or in a series of time or spatial with the availability of the scientific method in creating it and calculate the value with the availability of measurement specifications such as honesty and stability.
The educational indicator is a measure of the state or change of the educational system according to its objectives.
1-5 Objectives:
The Education and Training Survey has many objectives including:
- Establish a database of education and training to be used as a reliable base in providing local, regional and international organizations.
- Identify the educational and training characteristics for the members of the society by age and gender.
- Calculate many important educational indicators
1.6 Benefits:
Data and indicators of education and training are a major statistic to support the decision-making in the field of education and training by the official entities and relevant entities to develop the educational system in the Kingdom. They also can be used for local and international comparisons over time.
1-7 Periodicity of the survey:
The education and training survey is carried out every three years.
1.8 Data Source:
There are a number of sources of data for education and training. The education and training survey is based on data gathered through field survey. The most important sources of education and training data include:
1. Administrative records| Education Information Management System:
Is the Enterprise Services Unit for the production, management and publication of education data and can be defined as a set of formal operational processes that enable the production, management and publication of educational data and accurate information in a reliable manner to meet the multiple needs of stakeholders.
It is considered as a repository for the collecting, processing and analysing education data, including schools, students, and human and financial resources. It is used by ministries of education / departments, NGOs, researchers, donors and other stakeholders in education, planning, follow-up, decision and policy making. And to monitor the performance of the educational system and to manage resources and educational services.
2. Household Surveys:
Are statistical operations based on a representative sample of the population, usually conducted by the General Authority for Statistics GASTAT in coordination with stakeholders, the main objective of which is to provide government departments and institutions with information on a range of household issues, particularly for monitoring and public policies purposes.
3. Population Census:
Census is the most comprehensive and accurate process of collection, classification, assessment, analysis and dissemination of demographic, economic and social data at a given time for all persons in a country.
1-9 Coverage:
Spatial coverage: The Education and Training Survey covers all 13 regions of the Kingdom where data are collected by a sample drawn in a scientific manner representing the 13 administrative districts in the Kingdom and the administrative regions (Riyadh, Makkah, Madinah, Qassim, Sharqia, Asir, Tabuk, Hail, The northern border, Jazan, Najran, Baha and Jouf).
Time coverage:
1. Data of household members and educational status shall be based on the date of the researcher's visit to the household.
2. Enrolment data in education shall be assigned to the current school year in which the survey is conducted.
3. Expenditure data on education are based on the previous school year.
4. The training data shall be assigned to the twelve months preceding the visit of the researcher to the household.
1-10 sampling unit:
The household is the final sampling unit in the survey and the survey sample is drawn in two stages:
• The primary sampling unit: the counting areas that were included are 1334 counting areas.
• Secondary sampling unit: 25 households from each district were included.
1-11 Used classification:
The classification used in the Education and Training Survey is the International Standard Classification of Education (ISCED).

1-13 Beneficiaries:
- Government sectors interested in education and training such as: The Ministry of Education, the Education Evaluation Commission and King Abdullah Centre for Giftedness.
- International organizations interested in monitoring human development goals such as UNESCO, UNICEF and the World Bank.
- Researchers and planners interested in evaluating education and training.
Second: Survey methodology
2-1 Search for the needs:
Before starting the survey, communication and consultation with the beneficiaries of the results of the education and training survey and the identification of the international, regional and local needs of education data will be conducted in order to determine their requirements. And that communication continues to ensure that the wishes of the beneficiaries are met during the development processes of the survey.
2-2 Survey form design:
The education and training survey questionnaire includes a set of questions classified into several main sections as follows:
- Questions about the basic characteristics of the individual.
- Questions about household members enrolled in education according to the educational level, field of study, type of education, distance from school and household expenditure on their education.
- Questions about household members not enrolled in education and the reason why they are not enrolled.
- Questions about gifted children and their talent field.
- Questions about the educational level of household members, e.g. the highest certificate obtained.
- Questions about the training received by household members over the past 12 months and the subject of training.
- Questions about household use of educational aids.
- Questions about expenditure on education.
2-3 Identifying the framework:
The framework used is the framework of the General Population and Housing Census 1431H, which was updated in 1437 AH. It is a modern and comprehensive framework for Saudi and non-Saudi households. It is reliable in representing the survey community in a statistical and unbiased manner when selecting the sample of household surveys such as the education and training survey.
2-4 Sample Selection:
After examining the objectives of the survey and the level required for the estimates by specialists in the field of statistical samples in the Authority, the sample size of the survey was determined by (33500) household distributed in (1340) enumeration area to meet the scientific requirements for obtaining unbiased estimates at the level of the Kingdom and the administrative regions.
2-5 Method of data collection:
- The desired unit is reached using the coordinates on the tablet as well as the maps provided to the researcher.
- Data are collected in a direct interview with the head of household within the sample of the survey.
- In the absence of the head of household, data are collected from any adult household member who is responsible for the household matters.
- Data collection is conducted by qualified and trained researchers to interview the head of household.
- Data are recorded using an electronic form designed on a tablet.
- Data are transferred from the tablet directly to the database at the Authority’s headquarter.
- The tablets are updated on the web.
- The field work is monitored electronically through the operations room and supervisors.
- Instructions and notes are sent electronically from the operations room.
2-6 Data collection instruments:
Data collectors use smart phones for the Education and Training Survey, which is directly connected to the central database of the Authority through cellular networks.
2-12 Downloading the outputs on the databases:
All data outputs resulting from calculations are loaded and saved in the databases with the possibility of editing and correcting.

2-13 Review and process the outputs:
A wide range of rules for correction, revision and automatic processing of outputs are implemented. The outputs are reviewed in a number of stages, from the data collection stage through the initial and automated review of the data entered, the central analytical review of the data, the review of the data and the publishing tables, and the testing by the specialists for the appropriateness and logic of data.
2-14 Data Confidentiality:
The data shall be kept in strict confidentiality in the General Authority for Statistics GASTAT in accordance with the Royal Decree No. (23) of 7/12/1379 H. The confidentiality of the data is indicated on the cover of the form, which gives the right to collect data and to hold you responsible in case of violation.
2-15 Data publication:
The Education and Training Survey data is published by following these steps:
- Preparing and processing the statistical tables.
- Preparing the graphs.
- Preparing the analytical description.
- Reviewing and examining the Bulletin.
- Publishing on the Authority's website.
2-16 Assessment and quality of data:
To ensure the highest level of accuracy and quality of the field data, an integrated program of quality data was developed to control potential errors, as well as through a set of procedures developed by the Department of Education and Health Statistics at all stages of the survey implementation. When preparing the survey, a group of qualified researchers is selected in all regions. The comments and suggestions received from the clients benefiting from the results of the survey are monitored and studied.
