يعد التعويض الذي تدفعه صناديق الضمان الاجتماعي إلى الأسر المعيشية عن إنفاقها الموافق عليه على سلع أو خدمات معينة شكلا من أشكال المنافع الاجتماعية العينية، ومن الأمثلة على النفقات التي يمكن تعويضها الإنفاق على الدواء أو العالج، فعندما تشتري أسرة معيشية سلعة أو خدمة يعوضُها عنها فيما بعد جزئياً أو كلياً صندوقُ الضمان الاجتماعي، فإنه يمكن اعتبار الأسرة كما لو كانت وكيلا للصندوق. في الواقع قدمت الأسرة ائتماناً قصير الأجل إلى صندوق الضمان الاجتماعي يصفى حال تعويض الأسرة، وقيمة الإنفاق المعاوضة تُقيَّد وكأن الصندوق قد تحملها مباشرة في الوقت الذي قامت فيه الأسرة بعملية الشراء، في حين أن الإنفاق الوحيد الذي يقيد الأسرة هو الفرق - إن- وجد بين السعر الذي دفعه المشتري والمبلغ الذي عوض، وعليه فإن مبلغ الإنفاق المعوض لا يعامل كتحويل جارٍ من الصندوق إلى الأسر المعيشية.
English Definition
Compensation paid by social security funds to households for approved expenditures on specific goods or services is considered a form of social benefits in kind. Examples of reimbursable expenditures include spending on medicines or treatment. When a household purchases a good or service and is subsequently reimbursed partially or fully by the social security fund, the household can be regarded as an agent of the fund. Effectively, the household provides short-term credit to the social security fund, which is settled upon reimbursement. The value of the reimbursed expenditure is recorded as if the fund incurred it directly at the time the household made the purchase, while the only amount recorded for the household is the difference—if any—between the price paid and the reimbursed amount. Therefore, the reimbursed expenditure is not treated as a current transfer from the fund to the household.
