A: In Cities:
1. Citywide, regions numbering starts with 001. and ends with the number of the last one in a city.
2. At the region level, sectors numbering starts with 01. and ends with the number of the last one in a region.
3. At the sector level, blocks numbering starts with 001. and ends with the number of the last one in a sector.
4. At the block level, buildings are numbered to start each block with building number 1.
5. At the building level, property units are numbered to start with unit number 1.
6. Building census numbers are put in a visible and proper place on the right of the building’s main entrance as a fraction with the total number of units as the numerator and the building number as the denominator.
7. The census numbers of property units are properly and visibly placed on the units’ doors.
8. Numbers are written with a green marker. Then a sticker is placed whereon the numbers are rewritten.

B: In Villages:
1. Buildings are numbered at the level of populated locality or covered populated locality where the census numbers of each locality start with building number 1.
2. At the building level, property units are numbered to start with unit number 1. Building census numbers are put in a visible and proper place on the right of the building’s main entrance as a fraction with the total number of units as the numerator and the building number as the denominator.
4. The census numbers of property units are properly and visibly placed on the units’ doors.
5. Numbers are written with a green marker. Then a sticker is placed whereon the numbers are rewritten.
